More Worthy of Trust

It was announced last week that several people had winning numbers in the Illinois Lottery. The winners received their checks. Naturally, they went to the bank to cash them.

The checks bounced.

A few decades ago, lotteries were run by organized crime. They called their lotteries “The Numbers”. A vast underground network in every municipality sold “numbers”. The winning number was drawn. Every winner got paid in cash. So, which is more worthy of trust, Government or Organized Crime?
