A Most Popular Delusion:

Nearly every kind of governmental reorganization and plan has been tried, and most have failed. When legislators propose their latest endeavor, many point to the historical record, and demonstrate that it has failed in every place and time that it has been attempted.

“It will be different, today.”, is their invariable reply. That is accompanied by a chorus of supporting lies, “We will learn from their mistakes and not repeat them.”, “Things have changed.”, and the greatest self-delusion of all, “We know more, now.”
