Seniority, blessing and curse.

Ideally, every organization has the ideal person in each position. But, experience is valuable, so those with seniority often hold positions for which others would be more qualified. When a new person joins the organization, it may be apparent that the newbie is much more talented and capable. But, immediate promotion to the position for which he’s best qualified will cause boat-rocking, something most managers endeavor to avoid.

And, those in the senior positions may be aware of their inadequacies when compared to others. Some will recognize this, but most will not. Defensiveness further reduces their abilities.

Sometimes, a frank discussion is necessary. More often, the preferred practice is to simply ignore the problem, and hope that it will go away. It will, one way or another.
