The statue, of course, is Diana, or Artemis, of Ephesus. In the Bible, people fighting to preserve their lucrative trade in idols portraying Diana, cried out “Great is Diana of the Ephesians!”

The many, many breasts symbolize that Diana was, among other things, the goddess of government.  Each breast represented a state job, or department, that would feed the family that had their prayers for that job answered.

States that provide an excess of essentially non-productive government jobs are as doomed to collapse as her religion and the governments based upon them.   When worshipping at the public teat(s) becomes a religion, the nation falls.
